Traders back Niculescu as Romania's parties still refuse to deal
The PM-designate's odds rose 38 points in a week, yet PNL rules out any work with PSD.
In one line: Niculescu fails to win a parliamentary confidence vote before 31 December because the Liberals and Social Democrats will not share a majority. At 55%, traders overrate him.
Luca Niculescu, Romania's prime minister-designate, is talking to party leaders about a government he wants to last until the next elections, stiripesurse_ro reported on 9 October. A day earlier he told Mediafax.ro that the cabinet's make-up was still open: technocrats or politicians. The parties he needs remain split. On 9 October Ionel Bogdan, spokesman for the National Liberal Party (PNL), said the Liberals rule out any collaboration with the Social Democrats (PSD) and called PSD's proposals "non-solutions". Mediafax.ro reports the crisis is in its sixth month.
On Polymarket, traders price Niculescu at 55% to be the next prime minister, +38pp over the 7 days from 17% on 4 October. The path ran both ways. The contract hit a low of 7% on 5 October and a high of 71% on 10 October, then dropped back, -16pp from that high. Over the last 24 hours it rose 1.9pp.
The rise reflects his designation and the talks. The fall from 71% reflects the arithmetic. The contract pays only if Parliament gives his government a vote of confidence and the President formally appoints him. PSD's leader, Sorin Grindeanu, said on 8 October that PNL and the Democratic Alliance of Hungarians in Romania (UDMR) must join a "committed" majority if they want PSD in government. The Liberals refuse to work with PSD at all. A technocratic cabinet is his best route, since rivals could vote for it without sitting together, but no party has said it would.
The call: Niculescu does not win a confidence vote before the market resolves on 31 December, and 55% prices him too high. The case for him is that a designate is the only candidate the President has formally tasked with forming a government, and a cabinet of technocrats could draw votes from both camps. That case wins if PSD and PNL each back a technocratic list. A reported confidence vote for a Niculescu cabinet before 31 December, or the price back above 71% after both parties back his list, proves this call wrong.
